Honolulu, Hawaiian for “sheltered bay,” is the capital of Hawaii and the most heavily populated area of the state. The official city of Honolulu is located on the island of Oahu’s southeast coast, and is home to about 371,660 residents; however, the consolidated City and County of Honolulu, which covers the entire island of Oahu, houses about 909,860 residents.
Waikiki, Honolulu’s premier tourist destination, lies between the Pacific Ocean and the Ala Wai Canal. Waikiki boasts a pristine beach and is filled with glamorous hotels, designer stores, and raging clubs. Downtown Honolulu is the financial and commercial hub of the city, and is home to the state government buildings, including the State Capital, City Hall, and the State Library. Just east of downtown is Chinatown, the city’s art and cultural center.
Recently, construction of the Mamalahoa Highway bypass, a project headed by Hawaii County and Hokulia, a commercial developer, was postponed until the state supreme court can resolve a dispute between the county and the Charles and Joan Coupe Trust. The county maintains that it has a right of eminent domain to take about 3 acres of the Trust’s land because the taking serves a necessary public purpose. However, the Trust asserts that the government does not have authority to take land belonging to the Trust in order to complete the highway project; specifically, the Trust argues that the county’s “public purpose” is merely a pretext, and the benefits will actually benefit Hokulia.
