Quincy is a city and county seat of Adams County, Illinois, with a population of approximately 40,000 residents. It was a stop on the Underground Railroad during the 1800s, and sheltered hundreds of Mormons during their exile from Missouri. It is now a mid-sized industrial city and serves as the economic and cultural hub of West-Central Illinois.
In August 2009, a Quincy family filed a wrongful death suit for the death of their mother. The suit alleged that the mother had undergone a colonoscopy, and was discharged home without IV fluids despite having abnormally low blood pressure. After returning to the hospital due to chest complaints, the ER doctor failed to recognize her symptoms to be a heart attack, and the patient died without being treated by a cardiologist. The suit is still pending in Adams County.
All legal matters arising out of Adams County are heard by the courthouses of the
Eighth Judicial Circuit. The circuit courts have exclusive jurisdiction over criminal matters, domestic relations, juvenile matters, traffic and other ordinance violations, and all civil disputes, including small claims.
